1. Preamble
This Constitution is framed in accordance with the Revised Guidelines for the Establishment of Medical Education Unit (MEU) in Medical Colleges issued by the National Medical Commission (December 2022), the Office Memorandum dated 10th August 2023 regarding clarification on MEU and Curriculum Committee, the Competency Based Medical Education (CBME) Curriculum for the Graduate Medical Education Programme (2019), and the Vision 2015 document of the Medical Council of India (now National Medical Commission).
The institution recognizes that quality medical education is the foundation for producing competent, compassionate, and socially accountable physicians.
2. Nomenclature
The Unit constituted under this Constitution shall be known as the "Medical Education Unit" (MEU).
3. Definitions
- Medical Education Unit (MEU) means the nodal unit established in a medical college.
- Competency Based Medical Education (CBME) means the outcome-based approach to medical education.
- Basic Course in Medical Education (BCME) means a foundational training program for medical teachers.
4. Distinction Between Meu And Curriculum Committee
- The Medical Education Unit (MEU) and Curriculum Committee are separate entities.
- MEU Functions: Faculty development and educational innovation.
- Curriculum Committee Functions: Curriculum planning and implementation.
5. Composition Of The Medical Education Unit
The Medical Education Unit shall consist of the following members:

Mandatory Requirements For Composition
- The Principal/Dean shall be the Officer-in-Charge of the Medical Education Unit.
- The MEU Coordinator shall be a Professor or Associate Professor with demonstrated interest in medical education.
- The Unit shall comprise faculty members representing all three phases:
- Pre-clinical Phase
- Para-clinical Phase
- Clinical Phase
Special Invitees And Resource Persons
- External experts in medical education.
- Educational technologists and instructional designers.
- Assessment experts.
6. Tenure Of Members
- The Medical Education Unit shall function for a tenure of three years.
- The MEU shall be reconstituted every three years.
7. Objectives And Functions
Faculty Development
- Organize and coordinate BCME/rBCW programs.
- Facilitate participation in ACME and FAIMER programs.
- Support faculty development workshops.
Educational Support
- Provide pedagogical support to departments.
- Assist in development of teaching-learning materials.
- Support integration of competencies across disciplines.
Educational Technology And Innovation
- Establish and maintain Learning Management System (LMS).
- Promote use of educational technologies.
- Coordinate simulation-based training.
Quality Assurance In Medical Education
- Monitor faculty participation in training programs.
- Collect and analyze student feedback.
- Facilitate educational research.
Coordination And Networking
- Liaise with Regional Centres for training opportunities.
- Network with MEUs of other medical colleges.
8. Roles And Responsibilities
Officer-In-Charge (Principal/Dean)
- Provide leadership and administrative support for MEU activities.
- Approve annual action plan and budget for MEU.
- Facilitate allocation of resources.
MEU Coordinator
- Serve as the nodal person for all MEU activities.
- Prepare annual action plan with timelines and budget.
- Coordinate faculty development programs.
MEU Members
- Actively participate in MEU meetings and activities.
- Serve as resource persons for faculty development workshops.
- Champion educational innovations in their departments.
9. Meeting Procedures
- The Medical Education Unit shall meet at least once every quarter.
- Minutes of meetings shall be recorded and circulated.
10. Faculty Development Programmes
Basic Course In Medical Education (BCME/rBCW)
- Target: All teaching faculty of the institution.
- Duration: 5 days (40 hours).
- Frequency: At least one BCME per year.
Curriculum Implementation Support Program (CISP)
- Purpose: Support CBME curriculum implementation.
- Conducted by: RGUHS-NMC Regional Centre.
Advanced Course In Medical Education (ACME)
- Target: Faculty who have completed BCME.
- Duration: Approximately 2 weeks.
FAIMER And Other International Programs
- Target: Senior faculty with commitment to medical education leadership.
- Programs: FAIMER Fellowship and international courses.
In-House Workshops And Orientation Programs
- Frequency: At least 4-6 workshops per year.
- Methodology: Interactive sessions with hands-on practice.
11. Infrastructure And Resources
Physical Infrastructure
- Dedicated office space for MEU.
- Meeting room or conference hall.
- Clinical skills lab with equipment.
Equipment And Technology
- Multimedia computers.
- LCD projector and screen.
- Learning Management System (LMS).
MEU Library And Resources
- Collection of textbooks on medical education.
- Access to online educational resources.
Budget Allocation
- Annual budget for MEU activities.
- Budget for faculty development workshops.
Administrative Support
- Dedicated administrative staff.
- IT support personnel for LMS management.

14. Annual Report
- The Medical Education Unit shall prepare an annual report.
- The report shall be submitted to management and NMC.
15. Display And Dissemination
- This Constitution shall be displayed on the institution website.
- MEU calendar of activities shall be published annually.
16. Amendments
- This Constitution may be amended from time to time.
- Amendments shall require approval from the Management.
17. Effective Date
This Constitution shall come into effect from the date of approval by the Management.
